Environmental Support Programme Phase 2
Component 1: Support to Public Sector Institutions
Background
The Governments of Denmark and Indonesia have agreed to cooperate in the field of environmental management through the Environmental Support Programme (ESP). The support is structured over two stages; Phase One (ESP1), which was implemented 2005-2007, and Phase Two (ESP2) planned to run for five years (2008-2012).
ESP2 is implemented by the Ministry of Environment (KLH), The Ministry of National Development Planning (BAPPENAS) and Ministry of Home Affairs (MoHA). ESP 2 has three components; one of them being Component 1: Support to Public Sector Institutions.
The immediate objective of Component 1 is to support Public Sector Institutions to develop, test and adopt practical instruments and systems for addressing the environmental implications of the development cycle (policy, planning, implementation and regulation); in partner ministries and districts.

Component 1 seeks to engage suitably qualified consultancy companies/organisations for the execution of a number of a National Technical Assistance contract against developed Terms of Reference. The consultancy companies/organisations will, through Technical Assistance (TA), provide guidance to and support the work of Counterparts in the Ministry of Environment (KLH) for the following assignments:
1. EIA Reform and Decentralization Process Strengthened, National TA (April – December 2011): This contract will require Technical Assistance to support KLH in testing, implementing and enhancing the EIA information system as well as the EIA training module and further developing the EIA grand strategy.
2. SEA Applied in Policy Analysis and Environmental Planning, National TA (April – December 2011): This contract will require Technical Assistance to support KLH in developing guidance for quality assurance of SEA, developing an academic paper on the screening process of the policy, plan and program, enhancing the capacity of KLH staff, KLH Eco-Region Management and other stakeholders, applying and enhancing the clearing house and setting up and operating an SEA help-desk and clinic.
